A case study of one of North Carolina’s correctional youth facility’s implementation of the Individual with Disabilities Education Act (IDEA). $69 Federal law mandates that inmates in the correctional system under the age of 22 be provided a Free Appropriate Public Education (FAPE) and that the correctional system be held accountable for ensuring that parent (s) of inmates under the age of 18 and inmates receive their due process rights (Leone, Rutherford, & Nelson, 1991). Given the differing attitudes of policy makers, citizens, prison workers, and prison administration toward education of incarcerated adults, the researcher believes this study is justified in that it adds to the discourse concerning special education of inmates under the age of 22, and it shows the successful efforts of the exceptional students program in the correctional system. This is a case study of one of North Carolina’s correctional facility’s implementation of the Individuals with Disabilities Education Act (IDEA). Additionally, the case study demonstrates how the Bronfenbrenner’s Ecology of Human Development System, mesosystem, exosystem, and the macrosystem influence the implementation of the IDEA and the provision of a FAPE to inmates with disabilities. The research questions that guided the study are as follows: (a) Do correctional educational personnel have adequate resources to implement the provisions of the Individual with Disabilities Education Act (IDEA)?; and (b) How do teachers [correctional educators] ensure that inmates with disabilities are provided a free appropriate public education? This study is limited to four educational administrators and six teachers who work in one of North Carolina’s correctional facility’s secondary school program. After reviewing a several key studies focusing on elementary and middle schools in an urban setting, Hoy and Tschannen-Morran (1999), Bryk and Schneider (2002), Kochanek (2005), the intent of this study is to explore the dynamics of decision making in connection with the concept of trust, specifically, the perceptions of key decision-makers in education. Using a purposeful sample of key decision makers in Human Resources involved in actual decision-making situations, this research examines how existing components of trust are either central or peripheral to the perceptions of decision makers across a spectrum of issues. Where prior studies were conducted in an urban setting and looked at trust from the viewpoint of principals to teachers, teacher to teacher and sometimes parents to teachers and principals, this inquiry seeks evidence as to the perceptions of those in suburban district offices. This group is very involved in decisions that affect all levels of the educational organization and this paper seeks to understand their perspective and give them a voice.

This dissertation reviews the literature relating to sensory deficits and existing interventions. It also develops and structures an appropriate training program for special education teachers. Teacher training consists of 4 separate modules occurring on 4 separate occasions. The first module orients teachers to sensory issues in young children, and the second module focuses on environmental interventions and the use of materials readily available in their classrooms. Finally, the third and fourth modules concentrate on approaches to working with challenging children. It is hypothesized that an appropriate school structure will assist in decreasing behavioral symptoms due to sensory deficits. In addition, a fifth module targeting school administrators focuses on the assessment of sensory deficits, the importance of identifying these deficits, and approaches to working with these deficits outside of the classroom.
