The state shall adopt an integrated and comprehensive apporach to health development w/c shall endeavor to make essential goods, health and other social services available to all the people at affordable cost. there shall be priority for the needs of the underprivileged sick, elderly, disabled, woman and children. the state shall endeavor to provide free medical care to paupers. thatz aLL…!

First impressions…. that you may want to restate state. Perhaps the United States is what you may mean. Then its sounds like socialised Medicine which the R ’s would probably stay against. I like how you include all (or most)the state takes care of on medicare and medicaid:yet you did not mention illegals, and the idea of solving the costs of helping those people. “Affordable” may be a place were R’s & D’s will come to agree with you but “all people” gets back to the socialised medicine which they may never come to agree with your statement.
